I've seen those marketed on various Chinese Web sites. They're junk, you'll never see anything remotely approaching 9000W coming out of those. My advise would be to not waste any money on them.
Zen, given your other post I have a feeling you're asking this question in a wider context: What is advertised is a battery charging wind turbine, for a 12 or 24V battery bank. Wind turbines meant for charging batteries generally need to be connected to batteries, it's what keeps them for running away uncontrolled and self-destructing (for most, some exceptions notwithstanding). They do NOT export power to the grid, you'd need a battery based inverter that can funnel excess power to the grid.

But I have no intention of hooking it up to the grid. I want to hook the inverter directly to a 220v water heater.
